Protection of Juveniles

THE MANAGEMENT OF JUVENILE FACILITIES

As a pre-condition to juveniles being deprived of their liberty they

should not be detained in any facility without a valid commitment order nor in

any institution which does not maintain a proper register. This is the starting

point for ensuring that all juvenile facilities should be managed in a manner

which is consistent with respect for the juveniles’ human rights and dignity.

Hence all reports on juveniles should be placed in confidential files which are

accessible only to authorised persons. The reports should also be classified in

such a way as to be easily accessible. Where possible every juvenile should have

the right to contest any fact or opinion in her or his file so as to permit

rectification
