Beijing Rules

Use of the rules

The Rules should be applied to juvenile offenders impartially,

without distinction of any kind, for example, as to race, colour, sex, language,

religion, political or other opinions, national or social origin, property,

birth or other status. Each state should establish legislative provisions

specifically applicable to juvenile offenders and institutions entrusted with

juvenile justice. These provisions should be designed to meet the needs of

juvenile offenders whilst protecting their basic rights and meeting the needs of

society. The Beijing Rules should be implemented thoroughly and fairly within

these provisions.
