Beijing Rules

Least possible use of institutionalisation

The guiding principle under the rules is that the placement of

a juvenile in an institution should always be a disposition of last resort.

Where, however, the juvenile is so place it should always be for a minimum

period.

The commentary favours the establishment of open institutional of an

educational nature rather than incarceration.
