Beijing Rules


Parent or guardians of an apprehended juvenile should be notified

immediately, or as soon as possible, and a judge or other competent official

should consider the possibility of release of the juvenile without delay. Law

enforcement agencies should behave in a way appropriate to the legal status and

the promotion of the well-being of the juvenile and the avoidance of harm to
