This course, revised in 1992, presents a systematic approach to seeking, identifying, sorting and evaluating facts to make a substantiation decision in child protective services. It focuses on exploring the similarities between the roles of helper and investigator and encourages caseworkers to refine their skills in the scientific method of problem solving and the use of multiple theories in developing the theory of a case under investigation. It helps caseworkers examine how their own values and biases may influence their investigative techniques. Other topics addressed include coordination of investigations, documentation of the elements in the determination decision, and interviewing techniques around facts, truth, lying and bias.

Child Protective Services caseworkers with less than 1 year experience.

Top Outline

Day 1 addresses the dual role of the CPS helper/ investigator; the application of the scientific method of problem solving and the use of multiple theories to cases under investigation. Participants develop, adjust and complete a M.A.P. (a pre-investigation plan) and examine how their own biases may influence their objectivity.

Day 2 focuses on the development of critical thinking skills and strategies for investigative interviewing. It includes exercises on making and documenting determination decisions.

Top Training Methodology

Various training methods will be used including videotapes, lecture, small group discussion and case studies. Audio-visual materials such as flip charts and videotapes will also be used.
